Outsourcing is one of the government policies in the era of cutback management. As a result of this, and in order to increase the efficiency and effectiveness of services to trainees and to improve the quality of services, CSDI has outsourced many activities. For example, the management of CSDI's facilities has been contracted and outsourced to the Howard International Group since 2000, and the classes for civil servants' advanced studies in the evening time were outsourced to Chinese Cultural University in 2005. These outsourced businesses will not only increase flexibility and effectiveness at CSDI, but more importantly, CSDI will be able to focus more on core tasks of training and development while facilitating the collaboration between the public and private sectors. |
