Each government agency is dedicated to promoting lifelong learning among public service through the use of e-learning. However, the proliferation of various e-learning platforms not only consumes the nation’s budgets but also inconveniences learners. Recognizing the urgent need for effective integration of the dispersed e-learning resources in the public sector, and the importance of combining the rising digital training trends timely, the Examination Yuan and the Executive Yuan reached a consensus on June 15, 2015, to integrate the digital learning platforms of their respective training institutions.

In hence, we planned and established a unified e-learning platform "Public Service e-Learning+ Platform" (hereinafter referred to as the Platform) in phases. The vision is to create an environment that enhances digital training trends, open learning resource sharing, and value-added applications, with the goal of achieving a unified entrance, diverse learning options, comprehensive records, and value-added utilization in digital learning for the public sector.

The Platform aims to be the optimal choice for promoting e-learning in the public sector, constructing a comprehensive e-learning channel for public service. Through this Platform, the government seeks to guide public service towards efficient and direction-oriented digital learning and training. After two years of development, the Platform was officially launched on July 1, 2017, and is available for use by government agencies nationwide, successfully achieving the shared and collaborative utilization of digital learning resources in the public sector.

 Architecture

To design an e-learning platform that can integrate the needs of various government agencies, this Platform was planned with a diverse perspective from the viewpoints of participating agencies and users. In addition to incorporating the existing functionalities, characteristics, and instructional requirements of each platform, we have also integrated e-learning models that align with future trends to maximize the necessary e-learning services.

Furthermore, through the integration of learning resources, the learning assets of each agency will be mutually utilized, and connections with societal learning resources will be established through online services. This provides public service and the public with more diverse e-learning channels. While the platform is primarily designed for public service, it is also open to the public. By sharing digital courses on the platform, we aim to create added value and benefits to promote relevant government policies. The main designed directions of the learning platform are as follows:

  1. The benefits for training institutions joining the integrated platform for government training:

To enhance the willingness of various public sector training institutions to utilize the integrated platform, training institutions that join the integrated platform will have access to dedicated training zones and exclusive reporting for each agency. They can also obtain information on digital courses through open APIs. Under the rules of the platform, each agency can show the features and information of its exclusive courses and online learning activities. Moreover, agencies are allowed to place specialized courses. Administrators of each institution can independently maintain the interface, providing convenience to alleviate the burden on platform administrators, and allowing institutions to focus on the creation and management of digital courses.

 

  1. Cloud-based Learning Resource Repository for Resource Sharing:

Institutions can upload digital teaching materials. Under the agreed-upon authorization principles, institutions may content to form a cloud-based learning resource repository. Institutions can use this resource repository to assemble units from materials and combine units to create digital courses. It even allows the combination of existing digital courses into a comprehensive training program, aiming to achieve the goal of sharing digital resources.

 

  1. Diverse Digital Course Formats Driving Learning:

To meet the varied needs of digital learning among the participating institutions, the platform is designed to include open courses, MOOCs, microlearning, SPOC (Small Private Online Courses), e-books, live courses, article sections, and other diverse models. The platform continuously develops new learning modes to align with the changes in learning patterns. By adapting to the trends in learning, the platform guides government agencies to stay current and lead in the direction of promoting digital learning.

 

  1. " Personalization," " Mobility," " Community," and " Gamification" Learning Services:

The platform is learner-centric, providing personalized learning progress reminders and course recommendations. With responsive web design, learning is accessible on various mobile devices. It fosters an interactive community environment within and beyond the courses, enabling peers and instructors to discuss, exchange information, and share experiences. The platform also incorporates an gamed-based learning mechanism, known as the "Learning Kingdom," which utilizes learning coins, badges, Easter eggs, and advancement mechanisms to incentivize learners to participate.
