Organizational and personnel streamlining play an important role in national governance, and the integration across governments enables effective utilization of civil service training resources. Therefore, the Civil Service Development Institute(hereinafter referred to as CSDI) has been established under the supervision of the Directorate-General of Personnel Administration, Executive Yuan (DGPA) by consolidating its subordinate agencies, the CSDI and Talent Development Institute for Local Government (TDILG).
The consolidation also aims to enhance the research on human resources management of the public sector and improve the effectiveness of civil service training and development among government agencies under the Executive Yuan and local governments.
The Organization Act of CSDI was promulgated on April 19th, 2017 and enforced on July 7th, 2017 after being passed by the legislature on March 31st, 2017. CSDI was approved on June 19th, 2017 by the Executive Yuan and formally established on July 7th in the same year. Formed by two offices located separately in Taipei and Nantou, the CSDI is positioned as a training institution specifically for the central government workforce. The functions of the CSDI are carried out by both the Taipei and Nantou offices.
