CSDI received the Global HRD Award in 2024 IFTDO

The Civil Service Development Institute (CSDI), under the Directorate-General of Personnel Administration of the Executive Yuan, has been honored with the "Value for Money Award" of 2024 Global HRD Awards from the International Federation of Training and Development Organizations (IFTDO) for its project "Building Super e-Learning Platform for Taiwan’s Public Sector-Cross-Domain Collaboration and Resource Sharing on Public Service e-Learning+ Platform”. This award, recognized as a world-class achievement in human resources development, distinguishes the institution as the sole recipient from Taiwan, showcasing the long-term efforts of Taiwan's public sector in talent cultivation and development through digital learning.
Established in Geneva, Switzerland in 1972, IFTDO is a multinational and multicultural international training leadership organization dedicated to developing HRD professionals and providing a global network for knowledge, skills, and technology transfer. Its membership comprises over 500,000 professionals from associations, corporate entities, and academic institutions across more than 30 countries worldwide. Among 21 project proposals from 7 countries globally, CSDI stood out and secured the prestigious award following rigorous evaluation by the conference committee.
The award-winning initiative, Public Service e-Learning+ Platform is characterized by five strategic objectives: " Single Entry Point," " Diverse Learning," "Shared Resources," "Strategic Collaboration," and " Economics of Scale," aiming to promote lifelong learning for public servants. It integrates digital learning resources across government agencies and departments, with platform membership exceeding 1.15 million and providing over 7 million hours of digital learning certification annually. Under the platform's overarching framework, participating institutions can have their own dedicated learning zones to showcase exclusive courses and promote online learning activities, significantly reducing the cost of building and operating learning platforms independently while creating a shared digital learning environment for the public sector.
Furthermore, the Public Service e-Learning+ Platform continuously develops various knowledge domain courses through diverse strategic collaborations to meet policy and competency needs. For instance, it pioneered the "Technology Literacy MRT Learning Map," which combines technology development policies with the concept of knowledge journey learning. It also collaborated with various public and private institutions to establish the "English Proficiency-up Enhancement Zone" in line with Bilingual 2030. Additionally, specialized course zones such as "Information Security," "Net Zero Sustainability," and "Environmental Education" have been created, leveraging strategic partnerships to integrate government policies and create rich and diverse digital learning content, meeting multidimensional digital training needs and promoting continuous online learning during the pandemic.
The IFTDO 2024 Global HRD Awards ceremony was held in Cairo, Egypt on April 22, where CSDI stood out in global competition, contributing to increasing Taiwan's international visibility and serving as a benchmark for talent training and development within the public service.
