The workshop aimed to cultivate civil servants' skills in interdepartmental coordination and process innovation to solve policy problems. Using the 2023 CSDI benchmark case of "Offshore Wind Power Development Policy Solutions" as an example, the workshop provided problem-solving strategies through the application of structural analysis theory, benchmark team learning, simulated communication platforms, and on-site visits, as to enhance participants' abilities in the public sector.
